Larry Brown, the Secretary Treasurer of the National Union of Public and General Employees says “It is very difficult to say what even the core pension entitlement will be under this new Act, since everyone’s precise circumstances will differ. However it is safe to say that for people on a fairly standard career path, the core pension benefit they will earn will be about 60% of what they would have been entitled to under the former pension plan.”

Government not transparent about pension risks being shifted to employees!

The President of the PEI Union of Public Sector Employees, Debbie Bovyer, says “with the passing of its new pension legislation government has largely shifted the risk from itself to the plan members, and hasn’t done a good job explaining this fact to their employees.”

Support Rally for CUPE Local 4893

The employees of the Town of Kensington have been locked out by their employer. They are on a picket line in front of the town of Kensington office Monday-Friday 8am-4pm. There will be a rally for CUPE Local 4893 for Friday at 12:15 pm. We would like to ask as many of your members to drop by and show solidarity with these lock out workers. We would also like to ask you if you have any members living in the Kensington area to have them phone the mayor and councillors to get these workers back to work immediately to negotiate and end this dispute.

National Day of Remembrance and Action on Violence Against Women in Canada

UPSE Encourages All to Attend the Pension Rally

The President of the PEI Union of Public Sector Employees, Debbie Bovyer, says “it’s not too late for the government to change its mind about implementing severe cuts to the pensions of over 13,000 retirees and public sector workers in Prince Edward Island.”

President Bovyer says “the union is gearing up for the pension rally taking place on Friday, November 15, 2013. All are invited to join the rally which begins at the Delta Prince Edward Hotel on Queen Street in Charlottetown at 4:30 p.m. The march to Province House from the Delta will commence at 4:45 p.m. with a full police escort.”

The Provincial Government plans to move ahead with radical changes to your pension plan, despite the Premier’s promise that no changes to the pension would be made without concurrence from the unions. The union encourages all members to attend one of the upcoming meetings to learn more, and to find out what you can do to protect your pension.

PEI UPSE 2013 Bursary Program

PEI UPSE is once again opening our Bursary Program to UPSE members, spouses or dependants, who are in full-time attendance at an accredited College or University. You are invited to submit an application for one of the ten bursaries that PEI UPSE awards annually. Nine of the bursaries are $500 and one, the Laurie Jenkins Memorial, is valued at $1000.

Everyone invited to visit the Fairness Express on Sunday, September 22 from 12-3 p.m. at the Cows Creamery North River Causeway. There will be food, music and games for the kids. We will also be supporting the Aids Walk beginning at 3:00 p.m. at the Tea Hill Park in Stratford. All are invited!

The campaign is called “Only Fair is Fair. Income Inequality Isn’t.” We are striking up conversations with Islanders about the fact that most incomes of Atlantic Canadians have stagnated for two decades while the earnings of the richest few have skyrocketed. The rich are exerting more and more influence on our lives, livelihoods and democracies!

Debbie Bovyer, President of PEI UPSE, defends provincial public service workers against the Canadian Taxpayers Federation’s (CTF) unjustified attack on their sick time benefits, and argues the CTF should be investigating how to increase sick leave time for all Islanders as the Employment Standards Act only allows 3 sick days per year.

Civil Service Contract Ratification Results

President Bovyer is pleased to announce a successful ratification of the Civil Service, IRAC & WCB collective agreement.

Ratification ballots were counted by the negotiation committee the afternoon of August 28, 2013. Subsequent to the vote being held a strong 79% majority in favour of the new agreement was declared.

President Bovyer is pleased with the response of the membership and the resounding approval of what she believes to be a strong agreement given the current fiscal restraint of government.

President Bovyer would like to thank all the members of the team for their hard work during negotiations and wishes congratulations to all of the Public Sector employees who will benefit over the coming years.

This is the 16th year that UPSE and Community & Correctional Services Division will co-sponsor attendance at the Police and Peace officers Memorial Service in Ottawa. This service provides an opportunity for professional development, networking, and honouring fallen collegues. James Flemming

Tribute: Phillip James Flemming

UPSE pays tribute to Phillip James Flemming who passed away suddenly on Saturday, May 25, 2013, at the age of 68. Phil is the son of the late Clary and Sue Flemming of Halifax and Charlottetown. Born on September 14, 1944, Phil is survived by his wife Loretta, sons Darren ( Jackie) and Jeff ( Haley), brother Clary ( Eleanor), stepdaughters Holly Clark and C h e l s e a Clarke- Martin, D o n n a Spencer, mother to grandchildren Holly and Summer Flemming, brotherinlaw Brian Redmond, and nephews and nieces in Ontario and Ohio. Phil was also predeceased by his first wife, Ethel ( Smith) Flemming, sister Joan ( Flemming) Redmond, and brother, Bruce. Phil began his career in the electricians trade in Charlottetown, eventually moving onto the union side of the industry. He took on challenges in Prince Edward Island, Newfoundland and Ontario. Phil proudly reached the pinnacle of his 43- year career with the International Brotherhood of Electrical Workers ( IBEW), becoming International Vice President in 2005, a position he held at the time of his passing. His career was filled with accolades and great friendships. In his leisure time, Phil enjoyed golf, boating, and the company of friends and family. The International Brotherhood of Electrical Workers will hold another memorial service in Phillip’s honor at a time yet to be announced. Donations in memory of Phil can be made to the Heart and Stroke Foundation. Online condolences may be made at Hennessey Cutcliffe Funeral Home. PEI UPSE would like to extend sincere condolences to Brother Flemming’s family and friends.

UPSE/Health PEI Arbitration Award

Negotiations between the UPSE Health bargaining unit and Health PEI moved to mediated arbitration on April 23 and April 24. Tom Kutner (Arbitrator) and the Board (Robert Dunn, Employer Rep) and Linda Power (UPSE Nominee) reviewed proposals and issued an award based on mutual agreement between the parties. The new collective agreement spans a five year period from April 1, 2012 until March 31, 2017.

May Day Rally (May 1st – Province House, 4:30 p.m.)

A May Day Rally will be held in Charlottetown in front of the PEI Legislature on Wednesday, May 1, beginning at 4:30 p.m. to mark International Workers’ Day. There will be entertainment and speeches. Debbie Bovyer, President of UPSE will be one of the speakers. The rally will address critical issues facing working people today here on PEI, in Canada, and around the world. Special emphasis will be put on Stephen Harper’s attack on workers with his Employment Insurance cuts.

Following the rally, people will gather at the Globe World Flavors at 132 Richmond Row. The rally is being organized by Common Causes which is an assembly of social movements dedicated to defending democracy, the environment, and human rights. For information contact 902-368-7337. Support Postal Workers in PEI

Canada Post is shutting down local mail sorting on PEI as of April 15. From this point on local mail will be sent to Halifax where it will be sorted by a machine before being sent back to PEI. Up until now, local mail was sorted by hand in PEI by postal workers. Postal workers affected by the changes will be reassigned, however, their positions will be phased out through attrition. PEI Federation of Labour - Town Hall Meeting on EI Reform

A public town hall meeting is organized by the PEI Coalition for Fair EI in North Rustico on February 28. MP Wayne Easter and MLA Sonny Gallant, Provincial Chair of the Standing Committee on Fisheries, Transportation and Rural Development will speak. Carolyn Bertram, local MLA will be in attendance.

The EI Reform will affect you, your family and your community. Come share with us your Employment Insurance story. We need to mobilize to oppose this reform.

Canada Student Loan Privacy Breach

On January 11, 2013, The Honourable Diane Finley, Minister of Human Resources and Skills Development, issued a statement regarding the loss of an external hard drive from an HRSDC office in Gatineau, Quebec which contained personal information of 583,000 Canada Student Loans Program borrowers between 2000-2006.
